Preheat oven to 350°F (175°C). Arrange phyllo cups on a baking sheet.
In a saucepan over medium heat, melt butter and brown sugar until smooth.
Stir in heavy cream, vanilla extract, and salt. Bring to a simmer and cook for 1-2 minutes until thickened.
Mix in chopped pecans and spoon the mixture into each phyllo cup.
Bake for 10-12 minutes until phyllo cups are golden and filling is bubbly.
Remove from oven, place a whole pecan on each cup for garnish, and drizzle with more caramel if desired.
Let cool before serving.
