Preheat oven to 425°F (220°C).
For the biscuit crust, combine flour, baking powder, and salt in a large bowl.
Cut in butter until mixture resembles coarse crumbs.
Gradually add milk, stirring just until dough pulls away from the side of the bowl.
Press dough into the bottom and up the sides of a 9-inch pie plate.
Bake crust for 10 minutes or until set but not fully cooked.
For the filling, cook sausage in a large skillet over medium heat until thoroughly browned.
Sprinkle flour over cooked sausage, stir, and cook for 2 minutes.
Gradually whisk in milk, and continue cooking until mixture comes to a boil and thickens.
